MISSION: To work with healthcare organizations to build their capacity for change.

As the applied research arm of the Purdue University-based Regenstrief Center for Healthcare Engineering (RCHE), Purdue Healthcare Advisors (PHA) is a not-for-profit, outreach initiative serving the healthcare industry through consultation, education, and managed services in the areas of process improvement, quality reporting and health IT security. PHA was established in 2005 by a partnership among RCHE, Purdue University’s Technical Assistance Program, and the Indiana Hospital Association.

OUTREACH

PHA consults, coaches and trains healthcare professionals in all capacities in both hospitals/health systems and physician practices.

Indiana Medicaid Help Desk

To extend MU assistance to Indiana, PHA is providing 20-months of remote and on-site services to guide Indiana-based, ambulatory (small practice), Medicaid-only providers. The assistance is funded by a $2.3M grant from the Centers for Medicare and Medicaid Services (CMS) that is administered by the Indiana Family and Social Services Administration (FSSA). The PHA-established Indiana Medicaid Help Desk has served 69 clinics, and helped 205 more Indiana providers attest to additional years of MU.

Great Lakes Practice Transformation Network (GLPTN)

In FY2015, PHA became part of a three-state coalition of 32 of universities and healthcare-industry partners focused on preparing 11,500 clinicians in Indiana, Illinois and Michigan for the value-based payment system. The GLPTN is led by the Indiana University School of Medicine and funded by a $46.4M grant ($4.9M to PHA) from CMS. PHA will coach 3,000 clinicians in Indiana through the CMS’ five phases of patient‐centric practice transformation, and provide direct technical assistance in implementing evidence-based medicine and Lean tools as well as incorporating implementation science and population management techniques.

Healthy Hearts in the Heartland (H3)

In FY2015, PHA became part of a research consortium of universities and healthcare-industry partners focused on improving cardiovascular care in small practices in Illinois, Indiana and Wisconsin over the next two years. The H3 research program is led by the Northwestern University Feinberg School of Medicine and funded by a $15M grant ($1.4M to PHA) from the Agency for Healthcare Research and Quality (AHRQ). PHA will provide hands-on coaching to 60 small practices in Indiana on point-of-care support for Million Hearts© cardiovascular measures as well as support geared toward optimizing EHR clinical decision functionality and preparation for the coming changes to quality reporting and financial-incentive programs.

Lean Healthcare Coaching, Training and Project Facilitation

In FY2015, PHA trained 940 healthcare workers (classroom and online). New training and certification tracks will be launched in FY2016 with the first track focused on Lean First and the second focused on Six Sigma Data Science.

Health IT Security Risk Assessments

In FY2015, PHA completed 124 security risk assessments to secure patient health information (PHI). The work took security team members onsite to 600 clinics where they interviewed key staff; conducted physical walk-throughs; and performed the reviews, scans and assessments necessary to create realistic security and privacy remediation plans.  

Purdue Regional Extension Center (PurdueREC)

As one of 62 Regional Extension Centers nationwide, PHA in FY2015 met its five-year goal to bring 2,200 eligible Indiana-based providers into Meaningful Use (MU) compliance. Funded by a $13M grant from the Office of the National Coordinator for Health Information Technology (ONC) to support and accelerate the efforts of primary care providers to become meaningful users of electronic health records (EHR). PHA provided MU information, guidance and technical assistance to 71 Indiana hospitals and assisted more than 3,200 provider-clients (many through fee-for-service work); and secured for clients more than $200M in MU incentive payments.

ACTIVITY & IMPACTS

Through June 2015, PHA has:

  • employed more than 30 staff, faculty and student participants;
  • received total funding of more than $23M;
  • served more than 150 Indiana hospitals (with multiple engagements per site);
  • trained more than 3,000 healthcare and public health workers through Lean/Six Sigma for Healthcare coaching, training and project facilitation;
  • partnered on projects with nearly 100 health departments inside and outside Indiana;
  • served 38 hospitals and healthcare associations outside Indiana (see map above for Indiana presence);
  • secured for its PurdueREC clients more than $100M in Meaningful Use incentive payments from the Centers for Medicare and Medicaid (total incentive payments to clients anticipated to exceed $230M);
  • assisted 2,200 eligible provider-clients in obtaining MU compliance; and
  • assisted 100% of its rural and Critical Access Hospitals in implementing an EHR, and more than 83% in achieving the MU standard.
